Planning Department

 
The planning department within the local authority is responsible for coordinating development and service delivery in line with national policies and local development needs. It ensures sustainable use of land resources within its jurisdiction. The Department is headed by the Director of Planning and includes the following key sections:
 
PHYSICAL PLANNING SECTION  
 
1. TOWN PLANNING UNIT  
• Preparation of development plans  
• Forward planning  
• Development control  
 
2. LAND SURVEY UNIT  
• Verification of property boundaries.  
• Road marking.  
• Geographic Information Systems (GIS).
  
3. BUILDING INSPECTORATE UNIT  
• Conduct routine and stage inspections on infrastructure developments.  
• Endorsement of building plans.  
• Provide technical support relating to buildings in the preparation of  
developmental plans.  
 
SOCIAL ECONOMIC PLANNING SECTION  
 
1. SOCIAL ECONOMIC PLANNING UNIT  
• Coordinate the preparation of the annual budget.  
• Provide secretariat services to the Constituency Development Fund (CDF) Committee.
• Monitoring and evaluation of Constituency Development Fund (CDF).  
• Formulate project proposals for mobilization of resources.  
• Coordinate preparation of annual reports and other documents for information and decision making.
 
2. ENVIRONMENTAL PLANNING UNIT  

This section is mandated with the responsibility of mainstreaming environmental concerns in district development plans and programs in order to enhance sustainability.

Key responsibilities include:

• Conduct review of environmental impact assessment reports.

• Submit comments to ZEMA and other relevant stakeholder on development projects in the district.

• Prepare environmental and social management plans – ESMP, for development projects.

• Enforce environmental regulations to prevent pollution and environmental degradation.

• Conduct environmental education.

• Conduct monitoring and evaluation.

 

3. HEALTH INFORMATION SYSTEMS UNIT  

• Monitor and evaluate health information on disease trends.  
• Build capacity of users in order to improve data quality.  
• Prepare and submit annual statistical bulletins to the province.  
• Prepare HIMS reports for decision making.  
 
4. VALUATION UNIT  
• Property valuation  
• Rating and Taxation assessment  
• Estate Management  
 
5. MONITORING AND EVALUATION UNIT  
• monitoring and evaluation of programs and projects.
